what the use of crowd 4.4 DC new feature "Allowing applications to create user tokens"

Hi Team,

We are going to use our prod crowd v4.4 DC. In crowd 4.4 atlassian introduced new feature as   "Allowing applications to create user tokens". I would like to know more about this feature. Why we need use this feature and when we can use this feature. When we don't want to use this feature with some example.
