@david cockrell did you copy and past this content from another website? If the answer is yes there is most likely CSS or HTML impacting it. The screenshot you shared of the pages HTML is only of the paragraph section. You would need to look further up to see if there is a div or something else impacting layout.
Thanks.
I am not sure what is the source of this content.
I did some testing:
first, I've copied the page to my personal space. layout of the page is still incorrect.
Then I've copied the entire source code of this page into an online HTML viewer (https://html.onlineviewer.net/)
There the layout of the page is correct.
hmmm... maybe some kind of Confluence bug?

From my server days I learned to always copy/paste content from everything using a Notepad or TextEdit (on Mac) to strip away formatting.
Even if you copy/paste text from a different Confluence page (especially if the target page has any content).
I faced situations where the only remedy was to create a brand new page, strip any formatting of the content I wanted to paste, and recreate the page from scratch.
It's usually faster than trying to fix HTML issues.
Remove all content from the page (and clear formatting). Save the page. Copy/paste the desired content via a plain text editor - you will lose formatting but... - recreate the formatting.

Thanks for the answers.
Finally I've reached out with this issue to Atlassian support. they found that this is a bug:
https://jira.atlassian.com/browse/CONFSERVER-99690
It seems that it was fixed on V10.2 but not yet on V9.2 :-(
