I need to request access to the Space Tools - Users so that I can modify the permissions our contractors have in this space.
My organization administrator granted me account administrator privileges. When I launch Confluence, a gear icon appears in the upper right corner, indicating Confluence Administration. However, when I try to access Space Tools - Users, I still can't access it. It says "Restricted Content." My colleagues can access it by clicking the button in the lower left corner. I'm wondering which administrator level should have this privilege, or if I'm doing something wrong.

It is not because you are a Confluence Administrator that you automatically have access to every space. Space content can also be restricted for Confluence Administrators.
If you are on Premium or Entreprise there is the Admin Key option:

With this you explicitly overwrite the restriction temporarily. If you don't have Admin key you are left with 2 options:
