On my server Confluence 4.2.2, I found a folder named "plugins-cache", but also about twenthy other directory named
plugin-cache-1338970891580
plugin-cache-1339481465087
plugin-cache-1339482138890
plugin-cache-1340615738264
.....
the plugins-cache folder is empty.

Hi Michael,
Those directories are meant to store cache of the plugin that Confluence uses. For your information all the plugin binary data for Confluence is stored in database instead of file system. Therefore upon the startup, Confluence will extract these data information and need to store it on some file system. This is where these directories came into picture, where all the data from plugin is stored into. For more information please refer to the following documentation.
