Why send me this email? Our company use already the Jira.

Jira and Jira Service Management are not the same products. You can also see (if you are the organization admin) who made the request, when you select your site and click on Product requests, you can see the users who are making the request to the product that you currently don't have a subscription for.

Yes i know the user and he told me that never request for something. We use also the jira service but not in cloud. It's data center in our company.
It is also weird that 5 years now we never receive an email like this.

As the user in my company informed me, he never try to to request a trial version or something. He just sign in and do his job like a normal day.
