track changes before publish (internal review)

Hi,

Is there a way to have "internal" review on a page before hitting save and publish? Meaning to work on a page with a collogue, to add notes, to change and then once done to hit save and publish.

You can use the "Page level permissions" so that only you and your colleague can view and edit the page and no-one else. And once your work is done then you can remove the restrictions so that everyone can view the page.

but then our comments and corrections will still be counted as a version and will be visible once restrictions removed... right?

What I suggested for you is the out of default out of the box approach. But there is a paid plugin available for this purpose.
