I have a space with more restricted permissions (no anonymous access). I have a user who is a member of a group that has full access; but he can't view the page. I added him explicitly as a user for access - still can't view the page. We do have Atlassian Guard. What should I try next?

What error message is the user receiving?
Is the user able to access any page in that space, such as the home page for the space?
Is it only one specific page that the user is unable to access?
If the user is able to access some pages in the space but not others, that would point towards Page Restrictions being in place.

If they are unable to view the home page of the space, that could be either page restrictions on the home page of an issue with the space permissions.
@Tom Hanks If you select the Share button on the page, does it say Anyone in this space Can view or that Only specific people can view or edit?
If it's the second case, the user probably cannot view the page. You should check with the page owner; if they want to user to be able to see the page, they can add them to those that can view. They may have a valid reason why the user cannot view the page.

thanks all for the help, turned out to be dumber than this - I just hadn't assigned him a Confluence license. (is weird that the error message was restricted content; he had a Jira license)

If the user is in the right group and still can’t view the space, check two things:
• See if Atlassian Guard is blocking access due to login or domain rules. Guard often overrides Confluence permissions when the account is not fully verified.
• Confirm whether the space home page or the specific page has its own page level restrictions. Even one restricted parent page can block access.
If they can’t open the space home page at all, it usually points to either Guard enforcement or space level permissions not syncing. Rechecking Guard policies is a good next step.
