You should contact your confluence space admins OR the confluence site admins in your organization to grant you the access for the page.

We can't tell you that, we know less about your Confluence system than you do.

If they have not enabled "contact an administrator" (which should put a link on the error page you are seeing), then you will need to ask the other users of the site - start with the people who asked you to use it, the people who gave you the access to it to log in, or anyone you're working with.
