no nice permalinks when using Umlauts in title

When I create a new page in confluence and use an umlaut like ä, ü, ö, ß the link is like:

Test mit Ü -> /pages/viewpage.action?pageId=60981359
Test mit UE -> /display/IT/Test+mit+UE

Where can I fix this?
