Ideally with drop downs for user to select the issue, where they are from etc, and when they submit it becomes a support ticket, can confluence do this?

Hi, thanks i found the service desk templates, now just need to modify it to suit my needs

I would recommend using Jira Service Management for your requirement which has better features for request management, where users can create requests/incidents by filling up portal forms and the tickets will be created and assigned to service desk teams/support team. You can also link confluence create KB articles to it, so that users can view self-help articles for known issues.

I don't get the option to add a service desk template when i create a new project, when i click on the link just comes up with a blank page.
I have standard do i need to upgrade to Premium or enterprise?, or am i missing something all together

Are you in Jira Service Management or Confluence ? A screenshot will help.
If you are in Jira Service Management you will get option to create Project and then you can select many templates eg: IT service management/ General Service Management and so on.
