Is there a replacement for the legacy “Panel” macro in the cloud version?
You should use the panel element.

@Roland Krause ... greetings and welcome to the Community!
Confluence Cloud does still have a native Panel macro (as well as the Info, Warning, Note, and Tip macros), so if you're just looking for basic colored callout blocks, those should cover the essentials. You can find them in the macro browser when editing a page.
That being said, if the legacy Panel offered styling options you relied on that the current native version doesn't match (e.g. custom colors, more visual variety, or tighter control over appearance) there's a Marketplace app worth looking at. And in full disclosure, I'm with Seibert Products GmbH, the team behind it.
Aura includes a Panel macro as part of a broader set of formatting macros for Confluence. It gives you more control over styling and works inline in the editor with a live preview rather than a grey placeholder box.
If the native Panel is close enough to what you need, it's worth trying that first before reaching for an app.
And totally up to you, if you'd like to see it demo'd fully, please feel free to schedule a session with our team on a day/time that works for you.
Thanks and best of luck!
