Did you set up a subscription to an Atlassian product at some point, such as Confluence, Jira, or Loom?
You must first cancel all your subscriptions to Atlassian products. When those cancellations have been fulling processed then you will be able to delete you user login account. This is the first bulleted step mentioned here:
You can login to https://admin.atlassian.com and open the Apps > Atlassian Apps folder to see products to which you are subscribed. You can manage your subscriptions from https://admin.atlassian.com/billing

This message means your account is the last billing admin on a billing account that still has an active subscription, so Atlassian won’t let you delete it yet.
Either update/cancel the subscription in https://admin.atlassian.com or https://my.atlassian.com, or contact Atlassian Support at Atlassian Support and ask them to move/remove your billing admin role so you can delete your account.
