how does confluence (server 6.5) number / organise pin comments on a picture?

So, i think this is weird.

Yesterday a group of us collaborated on a picture in confluence by each using Pin Comments at the same time on our own pc's - confluence created sequential numbering for the comments perfectly fine.

Today we had another session extending the comments on the same picture on a page using the same method (i.e. creating new pin comments each collaboratively).

However - the sequential numbering of the collective comments set has changed and now some of the comments from yesterday are numbered next to new comments from today.  that is, their number in the list of comments has changed from yesterday to today as we effectively appended with new comments.

Is this a bug or due to some design issue ?  I would have expected the list of comments to be stable in their number sequencing?
