Pretty vague. Is there an option without having to make a new user with the updated email address and deactivating the former user (which would lose all history)?

I set everyone up manually 3 years ago. At that time, I created the user names myself. I need to update email addresses, which isn't available.
At present, new user names are the email addresses.

Organizations that run their own active directory have the ability to manage everything from Active Directory.
By understanding what you did 3 years back, maybe you used internal directory of Confluence - so you were able to do everything locally.
Cloud setup on the other hand has a very different type of user management and implementation .
Get a ticket logged to Atlassian - It's very hard to suggest unless we know how your current user management has been implemented.

No AD or outside app linking for user management. I have been running a cloud instance since 2014. I know they have made numerous changes and promote the "self-signup for users", this doesn't help me keep my existing users and simply update emails.
