Will drafts (pages created but never published) come over in the migration?
I'll assume you're referring to an on-premise migration from Confluence Server/Data Center to Confluence Cloud.

On that page, the documentation states:
Pages including page restrictions, page classification level, page history, labels, tags, comments, and shared drafts
And from the shared drafts page:
Shared Draft - Draft is shared with other users when collaborative editing feature is enabled.
Personal Draft - Draft is saved individually when collaborative editing feature is disabled.
So the answer really depends on where you're migrating from and if you have collaborative editing.
