does a starter license have an accompanying developer license

in our environment we mirror every production server with a test server.

is there a developer license with a starter license? it is no present in my atlassian licenses.

if not what tier do you have to purchase for a developer license.

Please read the official KB article about it.

Atlassian Starter, Community and Open Licenses do not include free Developer Licenses.  If you need a development environment for your Starter License please purchase an additional Starter License.  Community and Open source license holders please contact sales@atlassian.com if you need a license for your development environments.

Hence all commercial licenses except Starter have a free developer license available.
