create api token guideline expired

Is this guideline expired? I refert to this guideline to create api keys ,but can't find Settings > API keys. in my orgination.

I can't upload screenshot here ,Got error: Uploading Untitled.jpg resulted in the following error: TypeError: Cannot read properties of null (reading 'message') " when I try to upload
