Sorry for the inconvenience.  We have a number of similar reports recently.  My team has discovered a problem with the captcha on the page.  They are working to correct this problem with the page itself.

Please try again in some time or use a VPN to impersonate yourself in another global region.

There seems to be lots of issues on spinning up sites recently on the Atlassian side.
