@Jean Horn license and product-access check is definitely the right first step. Since these accounts were created just today, Verify whether the users have actually accepted their site invitations, as Atlassian documentation notes that unaccepted users won't show up in space-permission pickers.
Try searching for them by their full email address rather than just their display name. Also, if your site uses an identity provider or SCIM, keep in mind that provisioning and group syncs can sometimes take up to two hours.

Have you checked if the user you'd like to search has the correct Confluence license in the site's administration panel?
You can follow these steps:
1. Go to admin.atlassian.com
2. Select the Users section.
3. Find the user you would like to select, and see if they have a Conflunce license.
This way we can ensure that the user has the necessary license.

Navigate to ⚙️Settings > System
Under Security, select Global permissions.
