can a person with "view only" permission make comments?

I am making a table in confluence to capture comments about a list of topics. I also have status bars on that table. I would like people to be able to make comments but not modify the page in any other way. Can people make comments if i restrict everyone to view only?

Hi @Sean Ross ,

I would like to suggest this scheme: enable Comments permission over the space in the Space tools to the group or users that you want to be able to comment, but revoke Edit permissions on the specific page that you want to prevent from modifying.

Also, you mentioned that you use the table for capturing comments. Talk - Advanced Inline Comments for Confluence has the Talk Report feature. It helps to see inline comments from different spaces or/and pages. It includes the following information:

Hi @Sean Ross welcome to the Atlassian community.

To answer your query, I would say the confluence user who has "space admin rights" can restrict the viewer from modifying the page, but can enter comments or delete his own comments if no further discussions happening on his comment section.

Here's the overview of the settings page. If you have space admin access, then try your hands (as per the below screen shot). If you are in a free plan, you will not have edit permissions option.

(Note: I'm on free plan tried to reproduce your query. Below is the screen shot of permissions an admin can exercise for there employees)
