Is there an app that will allow links to be embedded in graphics?

For a single link on an image, just add a link.

For multiple links on an image see:

If you're adding links to diagrams, I believe this can be done directly in Gliffy or Draw.io.

You're absolutely right. :) You can set links for each shape in your diagram, create "buttons" that sit to the side of your diagram, etc.
