Why do some URLs include the page title:
and other URLs include a page ID:

The URLs that include the full page title are the default - most pages should get a URL like this. It is possible to access every page by using the "viewpage.action" URL, but for some pages this becomes the default URL because the page title contains characters that cannot appear in the URL - for example, the '?' and ':' characters.
edit: for the record, there are encoding techniques that can be used to allow these reserved characters to be used in a URL, which many other web applications use, but this is just the way Confluence is :-)

Both titles have an equal number of dashes and parenthesis. No other special characters. The only difference in the titles is that one says 'HV' and one says 'LV.'
