Our Confluence space was suspended. We were using the Free plan, but we suspect the suspension occurred because we exceeded the user limit for this tier.
Since the former space administrator no longer works with us, we are unable to delete old user accounts. This is the reason for the user limit overrun.
We would like to return to the Free plan and also remove the old, unused accounts.
How should we proceed in this situation, considering we no longer have access to the original site administrator's account?

Use the Billing option on Atlassian Support
Note; the suspension can also happen if the instance has not bee accessed for quite some time, Atlassian will email this to the instance owner and if no access attempt are done, the site will be removed and content deleted.
