With Enterprise Plan how to make a global KB for organization with multiple sites

I'm new to Enterprise Cloud Plan and I'm trying to figure out a way to make a global KB for all sites under 1 organization. We have more users for JIRA Enterprise than Confluence Enterprise. We don't want to allow anoymous access as we don't want the Confluence KB to be public. What steps need to be taken to make a Confluence KB available to all our JIRA org sites? Could we just setup site teams for view only without making the content public (anonymous) for anyone on the internet to see?

Hey @Dawn Fama

If I understand correctly, you're looking for a way to allow your Jira users (regular, not Jira Service Management) across multiple Enterprise Atlassian Sites to access a singular knowledge base for the entire organization?

If this is true, each user that needs access will likely need a Confluence User license to access the site, and space, where you're holding your Knowledge Base.

If it's a single space, you might be able to use the Guest feature, and invite every user in your enterprise as a Guest to that space. Guests only can access a single space, so you'll need to make sure that your content is contained appropriately.
