Why the change history duplicated the version number when it is periodic review

In the Change History table in a Page in confluence, when the document has no changes during 2 consecutive years for example 2024 and 2025. Once the document is approve for the "Periodic Review" Workflow, It is creating the same version number, with different effective dates, for instance:

Version 06 - Effective Date: 2024-08-06

Version 06 - Effective Date: 2025-07-15

why the change history is not displaying a new version number, instead of duplicating it?.

I believe, that if you are using an approval process in any third-party application, such as the Comala Document Management app or a custom setup, and you approve the page after review, the version history of the page will display the same content version number repeated multiple times, but with different modification or review dates. This may occur because the review process does not always generate new content on the page; rather, it simply confirms whether the existing content is valid.

This could be one of the reasons.
