I'm curious what makes a plugin support or not supported, and why PlantUML is not supported.

The vendor has marked the add-on as not supported. That means they have indicated that they do not offer support for the add-on.

It's a simple checkbox while adding an add-on to the Atlassian Marketplace, nothing more.
