We have a user named Thorsten Illies (Represented as "Illies, Thorsten")
If I search for him in the simple search box of Confluene 6.6.2 by typing 'ill' his name pops up in the suggestions.
If I try to add him in a restriction list of a page typing 'illies' he is not in the five suggestions.
If I type 'thorsten' he is.
If I type 'illies, th' he pops up.
I'd expect if i type the full surename he should pop up in the restriction suggestion also.
What is wrong here?

It's a strange issue, looking up people via surname works fine for me in the restriction suggestion. I have faced similar issues few times before and they were related to caching, can you try to disable and then re-enable the account of the user and then try the lookup based on surname. Once you disable the account also refresh(synch) the user directory of confluence.

but since we get our users from our central AD I cannot disable/enable the users.
May there is another way to force the cache refresh?

Try restarting the confluence, also, I also get the users via AD but we have crowd in-between so group management is in crowd and that's where I can refresh the user account. As group management is AD is not a good practice, better is to fetch the users from AD into crowd and then use crowd as single point of user management for all the hosted atlassian apps
