Why do some users see Macro content pre-loaded while others are shown "Tap to Load"?

I have a page in a Confluence Space that has a number of "Excerpt" macro sections which are then used via "Excerpt Include" macro on a page in a different Confluence Space.

The editors of the Confluence Space with the page that has the "Excerpt" sections can:

1. See the "Excerpt" sections on that page without issue
2. See the "Excerpt Include" content on the page in the other Confluence Space without issue

In both cases, the macro is pre-loaded when viewing the page and to the user just appears as regular content on the page.

The users that are not editors of the space with the "Excerpt" page have faced two issues; one of which is solved but the other remains outstanding.

1. The first issue was the "Excerpt Include" was showing an error message for these users.  We determined the cause of this was that they did not have permission to the Space that stored the page with the "Excerpt".  We modified and granted them all View permissions to the Space which resolved the error message.
2. We then noticed another issue, for these users that have View access, on both the page with "Excerpt" and the page with the "Excerpt Include" - rather than the content being automatically loaded, they are being shown a "tap to load" prompt (screenshots attached). 

In one of the screenshots you can see this appears to not even be isolated to the "Excerpt" and "Excerpt Include" macros but all the "Page Properties" macro.

Why is the content of the macros not automatically loading?  Is there a way to ensure no user sees this "tap to load" prompt but rather sees the content automatically?  Is a user required to have the Add Page permission in the Space in order to have the content pre-loaded?
