Why can I no longer post comments?

I used to be able to post comments on the CSIRO's Confluence page, but now I can't. Why is this?

You'll need to ask the space or system admins for CSIRO what has changed.

We're not your admins, we're a community of people with an interest in Atlassian. Most of us don't know what you mean by CSIRO

I'm agree with @Nic Brough -Adaptavist- here. It looks like the permission to post comments has been revoked.

P.S. I think by CSIRO is meant https://confluence.csiro.au/
