So I downloaded the DNS file from the domain verification page where you have the option to verify your domain by text or DNS but can't find where to upload the file. My site is a https://mysite.atlassian.net, so where would the web host rooting section be where I'm supposed to upload this file? If verifying it by DNS file isn't the easiest way then can you please tell me the way that is? Thank you.

You need to upload it to the root of the domain you are trying to verify, not the Atlassian Cloud service you've got.  The Cloud services do not need verification, it's your own domain that needs it.

If, for example, your people's email addresses are like ed@mydomain.example.org, then you will be needing to verify mydomain.example.org, and you'll need the file to be uploaded and made available at http://mydomain.example.org

In other words, you need to talk to your domain administrators about verification.
