Where is the documentation for disabling add-ons.

states:

Apps cannot be disabled in Atlassian Cloud applications. To stop using an app, you must either uninstall, or unsubscribe, which cancels your subscription to the app.

What Atlassian should do is clearly mark this documentation as DataCenter or Server.

You can do this for on-prem application that I know of but not on cloud. On cloud, there's an option to uninstall which you can access as a site/org admin. YOu can do this by selecting the managing the app you want and there's an uninstall button on the top right corner.
