Where did the project settings go?

I want to give permission to another developer to see my repo and I can't find the settings to do this.  Why isn't this intuitive?   Seems like you made the UI 100x worse!  This is bad and very frustrating trying to figure out something that should be simple.

Apparently I wasn't signed in using the account that has admin rights.   No where could I see which account was currently signed in, nor could I see that I didn't have admin rights (something like a grayed out link would be nice or something not just the item was missing).   Terrible UI design!
