×We want to use confluence as a self-service portal where users can obtain instructions for performing regular tasks such as submitting confidential reports. If they post a report via confluence, where is a stored? Is it locally on a network that we control or in the cloud on atlassian servers, etc.?

That depends if you use Atlassians SaaS or on-premise solution.
The SaaS (Cloud) solution, documents are stored in the Cloud (Atlassian controlled), the on-prem installation will give you full control.
