I'm unable to add bullets to my content. Every time the bullet gets added, the page layout gets distorted.

Does it happen on all pages or just a single one?
Could you provide a screenshot of the environment after you insert the bullet points? With any sensitive bits obsured, of course.
The behavior is typical for on-premise solutions - Confluence Server and Data Center if the underlying HTML is messed up. This usually happens thru excessive editing and/or copy/pasting text from external sources.
Inserting another formatting element on such a page tends to break 'everything'...
A remedy would be HTML editing or rebuilding the page structure and formatting from scratch.

One small thing I would add here.
If this is happening only on one page, I would strongly suspect pasted formatting from an external source. Atlassian has a KB for formatting issues caused by pasted content, including hidden span/style markup that can break page rendering. If this is Cloud, I would test the same content on a brand new page and paste it in without formatting first. If it is Data Center, checking the underlying page source can help as well.
@Kris Klima _K15t_ The user did not specify whether this is Data Center or Cloud, but one thought came to mind: could this also be something pulled over from Data Center to Cloud because the content was created with the old editor and pasted there from External Source?
That´s only my random thought, as is more Data Center behavior.
