When we follow someone on Confluence, does the user we follow receive an email notification about it?

No, the user you follow will not receive an email notification. Following someone in Confluence only impacts your side, updating your personal activity feed and notifications when they create, edit, or comment on content. They will only be notified if you explicitly mention them, share a page, or assign them a task.
