We have two confluence instances, one a commercial 500 user instance and another which is a specialty use with only a handfull of users. For this we have opted a STARTER license, however are getting a whole stream of the following log

Is there a restriction on what the STARTER license can do?
The above logs seems to indicate that your plugin license and instance license is not sync. For example if your plugin license is "COMMERCIAL" and your instance is "STARTER" the above logs would be thrown into Confluence logs.
I don't reckon any restriction for starter license owner other than license restriction and source distribution. You might want to double check your plugin license and see if it helps.
