I am supposed to be a Confluence admin for my organization, but I don't have the ability to grant access to the people who need it. For Jira I have User Access admin privilege but for Confluence I have Product admin. I'm curious what the difference between the two is and what a product admin even means?
In other posts, this article is mentioned but it doesn't talk about product admin at all.

Product Admin = Can configure settings inside the product (workflows, space permissions, etc.) but can't invite users or manage access
User Access Admin = Can invite users, assign product licenses, manage groups - basically all the "who gets in" stuff
So that's why you can't grant access in Confluence even though you're a Product Admin - you need the User Access Admin role for Confluence specifically. Product Admin just lets you mess with the internal settings once people are already in.
You'll need to ask your Org Admin to give you the User Access Admin role for Confluence. They can do this at admin.atlassian.com under the user management section.
It's honestly a bit confusing because the names don't make it super obvious what each one does! But once you have User Access Admin for Confluence, you'll be able to invite people and assign them to groups.
