What is the best way to reduce the size of the attachments directory

We are planning to move to Cloud, but find that we have 40gb of attachments, which puts us over the 25gb limit, a show stopper.    What are best practices for identifying and reducing attachment storage requirements?

Normalizing Office files to PDF will allow usage of 3rd party PDF compression services.  A number of benefits to expand improved file attachment offerings.  Higher fidelity, improved security (read-only, watermarking), lower data-loss, and cross-platform support.

Look for pages that are orphans and remove them and their attachments. Also you can look on filesystem and see if there are a few extremely large attachments that you can judiciously remove.
