The company I work for currently uses Jira and has a user base of well over 10 users. We currently use a trac based wiki for holding company information, however, it is old, hard to use and doesn't really do what it needs to do. I have been given the opportunity to attempt to migrate the company wiki to Confluence.
My co-worker is in control of the Atlassian account, and she has attempted to create a free Confluence instance for the company, however, it seems that because there is a user base of over 10 users on the Jira system, there is no option but to purchase Confluence.
I have created a personal Confluence instance for my testing purposes, however, I am nearing the end of my testing and will start manually porting the wiki pages soon. I am aware of the issues of porting wikis, and the limited tools available for doing this, so I am aware that this may require a lot of manual work, and time to complete. My boss requested that we don't purchase Confluence until the porting has been completed, as nobody except me will be accessing it during this time. Also, I only want to do this work once, so I would like some guidance on the correct way to do this.
Is it possible to create a free instance for the company account with fewer users? If not, is it possible to develop the Confluence site on my personal instance, and then request or export this to a paid company Confluence instance?
Is there a better way to do this?

You can of course start with a free plan of <= 10 users, but this will have limitations. It doesn't matter if you will use the company email, since your company is not interested in using Atlassian Access etc. And of course the second option you are saying is also viable. You can use a test instance, import all necessary info and then export them and import them to your company's new confluence instance.
