Hello Mia,
Atlassian supplies "developer" licenses that can be used by existing commercial license holders who wish to deploy non-production installations of our software to use in QA/staging environments.
To obtain a Developer license you need to be a commercial license holder.
In short, you need to have paid licenses to obtain developer licenses.
f you hold a commercial license, you can obtain a free developer license by following these steps:
Your new developer license will be generated and displayed in a popup window. Repeat this process as many times as necessary for multiple developer licenses.

@Olga Videc there is one exception and that is for 10 user, entry-level licenses. A few years back, Atlassian removed that option at that level. So I ended up buying a second 10 user license to use for developement.
Atlassian Starter, Community and Open Licenses do not include free Developer Licenses. If you need a development environment for your Starter License please purchase an additional Starter License.
And then right before they stopped sales of server licenses, I bought another 10 user license to put on the shelf -- just in case.
@Mia Söderström , if you didn't purchase a second license before the cut off, your only option is to move up to the next license level (read $$$).
