We have a post with no restriction, but seems like some user can not edit it

The post is no restriction, but when someone is trying to edit it, got the following message 

You're not allowed to change these restrictions, It's either due to edit restriction on the page or permissions setting this space

what to do next ?

Supplementing to Fabian's answer, you should specifically check if the users have add/remove "Restrictions" permissions in the space. Hope that helps.

Check in the space permissions whether the user has access to edit pages.

Most likely there are no restricitions in the page, but the user has no access to edit any pages.
