Are users with view only permissions not allowed to share unrestricted pages with other users through the Share button - see the image I included as an example. Are there permissions other than editing that need to be enabled for this feature to work?

Are the images you provided from somebody who is not able to use the Share function? The images seem to me to be allowing the user to share the page. The Share button is enabled.
Note that the Share function does not give people access to the page. It only emails the specified people a link to the page. If they don't have permission to view the page using the Share function does not give them that permission.
Hello, yes, the images are from someone who wasn't able to share that page.
I suspect the last Confluence update had modified the Share function so that standard users could no longer share pages with other users as the previously did. I will inform them to find alternative ways to do that.

@clujan There have been some items related to Sharing in the Cloud Release Notes recently, though I'm not sure that they are affecting what you are experiencing. I don't recall any articles from Atlassian here in the community discussing these changes either, but maybe I missed something.
I think this page may have been updated in relation to at least one of these changes (wouldn't it be nice if Atlassian docs had a last updated date on them?): https://support.atlassian.com/confluence-cloud/docs/share-confluence-content/. It doesn't mention permissions needed to share, but there are links to other pages that might lead to information helpful to you.
