Is there a way to setup a subset of users to allow them to manage users & groups, without exposing a lot of the other configuration items? We've a helpdesk team that we'd like to allow to edit/manage users/space permissions without giving them full access to configure the spaces/service.

Natively this is not possible, you can explore third party plugins from Atlassian Marketplace such as - Custom Space User Management (CSUM)

You still need to be a spaceadmin in CSUM. Having the ability to set granular permissions at the spaceadmin level would be ideal so that a defined group of users can administer users and groups but not have other elevated permissions related to content or the space.

Would the Confluence Admin group not work? It would allow them to manage users but not complete control. The docs are here:
