User is unable to add others to restricted pages

Hello, 

I can't figure out, why user can't grant access to the restricted pages from restriction settings. It says "We couldn't find any results because you don't have permission to search the user directory".  User has all permission in this space, also has edit permission in restricted page. From this account, I'm able to remove restrictions, but it's impossible to add new users. 

Anyway, from edit page screen there is a possibility to sens an invitation to edit, and there user directory is working.

This is not a page permission.  The right to see the list of users (user directory) is a global Confluence setting.  Check the global permissions to see who can list out users.

Without the "browse users" permission, you have to know the full name or id of the target person to type in, but you can still add them if you know it.

I check this out and all seems to be fine. User is in the group, which has access to browse user and groups (gear icon - system - global permissions) and in the global confluence settings: gear icon in confluence - global permissions - there are two ticks - "personal space" and "create space" in the group where the user is. 

And it's not possible to add user, even when the full name is typed. 

I think that user has access to browser user and groups, because, from edit page when I click plus on this account to add user, then it's possible to add another users.
