User does not show up in @ assignments or when trying to share a page

When I try to mention one of our users on a page by typing the @ and then their name, they do not appear in the normal pop-up. The same user does not appear in a valid list of users when trying to share a page with them as well.

I only have this problem with one single user

If that is the case, the workaround is to visit the affected user's profile at https://confluence-instalce/display/~the-username. Wait for a minute (for indexing to kick in) and then try again.

Re-indexing didn't work for me. I am using OnDemand, but I need this to get resolved as our Business Owner is one of the users who isn't showing up in the @-assignment
