I have a cloud instance with a small team. One user who just joined, and signed in for the first time, did not get a personal space created for them, and cannot create a personal space.
In the menu under their icon in the top right of the interface there is the option "Add personal space..."; when clicked it takes them to the expected "Create a personal space" overlay, but when they click "Create" the system thinks for a second, then closes the overlay without creating the personal space and without returning any error message.
The user can create other spaces but not a personal space.
Potential cause of the problem:
When this user first logged in there was already a space with their same name, and therefore the same name Confluence would attempt to use when creating their personal space . Assuming this was creating a conflict, I deleted that space, then went into the Confluence settings and permanently deleted the space.
This hasn't fixed the problem. The option to "Create a personal space..." is still there in the user's menu, but the system still won't create that user a personal space.
Thank you @Victor Law - Ricksoft and @Arkadiusz Wroblewski for the suggestion but the global permissions are/were the same for all users and not related to the problem.
No, this was a strange corner-case bug, and the only way I was able to resolve it was by removing the user from Confluence, then adding them back and having them login to Confluence again. At that point the system auto-created a personal space and everything began behaving as expected.
@Tomislav Tobijas - If deleting the user and recreating them hadn't worked I would've tried your suggestion.
Great. @Adam Swan !
I had something similar related to what said @Tomislav Tobijas but it's occurred under little other circumstances, and after migration hundreds of Spaces and Bunch of Users.
At the end all that matters you found solution with which you are happy.

Hi @Adam Swan
Welcome to the community.
Have you tried checking on the Global Permission in Confluence?
https://support.atlassian.com/confluence-cloud/docs/manage-global-permissions/
There is a different permission available for creating personal space in Confluence:
Thank you.

Hello and Welcome to the Community @Adam Swan
this is controlled by a separate global permission.
Please check Confluence settings → Security → Global permissions and then look at the user’s group. There is a dedicated Personal space permission there. If that is not enabled for the group the user belongs to, they will not be able to create a personal space. Atlassian documents this separately from the normal Create space permission.

Just to quickly chime in here...
I had an issue with personal spaces and creation, but this was related to the new role-based permissions/access control in Confluence (CONFCLOUD-82293)
Now, this should have been resolved, but I haven't played around with the creation of personal spaces for some time to see if there might be any related issues.
Anyway, it might be a backend issue that would need some troubleshooting by the support team.
What you could do in this case is to start a free trial of the Standard or Premium plan, raise a ticket, and once that is resolved, just downgrade to the Free plan. 👀
Cheers,
Tobi
