User and their rights management

Dear all,

I am looking to make organization tree based users and their rights need to be managed.

This issue I am facing, as multiple team members are opening up same backlogs and many are running parallel unnoticed. 

I need to make a approval based system, so that only once HOD has approved a backlog, it will be visible to other respective team.

All approvals should be marked to HOD only. Change of status should be allowed for HODs only.

Welcome to the Community !
You may create groups for HOD, and based on that, create a approval process via Workflow transition.

What you can actually do is:
- Create in the project to be done by HOD only (workflow transition during CREATE)
- Add a issue security for the issue created, that only HOD have visibility to the issues.
- Once HOD approves, in some form as transition, removing issue security, etc - the issue will be transitioned to approved status and issue security is removed ; so that's visible to all users.
