I need to know if its possible to have user activity log. When  we send an invite to a staff member to sign up for Confluence, I need to know if they have accepted it and signed it. also I need to track if they have been using the newtork (user log)

Confluence isn't designed for user tracking, but it does store "user logged in" information against a users' profile, so you can just check that to see if they've logged in.
