Checked if the email address is correct and checked for junk and quarantined emails they were all ok.

As for Confluence and Atlassian Administration, I don't remember seeing anything like that for these specific admins.
Atlassian Support can definitelly help you out here (but I agree that it can be a pain point if you need to contact them every time).
