Upgrading to 7.13 from 7.12

Attempting to upgrade Confluence from 7.12 to 7.13. It looks like the wiki component is unable to boot successfully due to the following errors.

The postgres database information is the same (username, password, connection string) and I am unable to find any other logs which might shed light on the problem. Tried to increase the Xms and Xmx memory but that did not solve the issue.
